Despite an early bid of around £12m being rejected and interest from RB Leipzig, Mosquera's desire to join the Gunners remains strong. Valencia, facing the reality of Mosquera's contract entering its final year, seem to lack leverage.
Reports from Las Provincias indicate that although Valencia have tabled a contract extension, Mosquera has his sights set on a future at Arsenal.
Initially open to renewing his stay with Valencia, the player's head was turned by the prospect of Premier League football and Arsenal's hesitation to make an offer may have worked in their favour.
It is understood that personal terms between Mosquera's agents and Arsenal have been agreed, positioning him as a potential backup for William Saliba.

Martin Zubimendi was recently introduced following a deal worth over £50m agreed with Real Sociedad. The Gunners are also in advanced negotiations with Brentford captain Christian Norgaard to further bolster their midfield.
However, securing a prolific striker has always been Arsenal's top summer priority, with recent reports suggesting that discussions with Sporting for Viktor Gyokeres are now well underway.
Gyokeres and Benjamin Sesko have been Arsenal's primary targets ahead of the new season, with the former now seemingly the preferred choice. A move for a left-sided forward, potentially Rodrygo of Real Madrid, is also on Arsenal's agenda before the transfer window closes at the end of next month.
There is increasing speculation that the Brazilian international will become available, having fallen out of favour under new manager Xabi Alonso.
